Fabregas 31, is currently nursing a knee injury and was absent Chelsea’s 3-0 victory over Huddersfield Town on Saturday.
The Blues had a light training session on Monday, but the Spaniard was not part of the team.
And the former Arsenal captain is not expected to recover in time to play a role in Chelsea’s derby at Stamford Bridge on Saturday.
Maurizio Sarri has a wealth of options in central midfield for the match against Unai Emery’s side and could give Mateo Kovacic his Premier League debut.
The Croatia international, who joined from Real Madrid on loan last week, did not feature against Huddersfield but is in contention for a place in Sarri’s midfield against Arsenal.
The fixture on Saturday will be the first London derby for Sarri, and Unai Emery who recently joined their respective clubs and both gaffers will be willing to impress their fans.
The Gunners are still hurting from the 2-0 defeat against defending champions City, and Sarri is aware of the threat posed by the north Londoners having locked horns in pre-season.
